The inspiration behind the Eco-City Master Plan is driven by the unique beauty of Changsha’s natural environment, and enhancing it using green infrastructure to solve the City’s perennial flooding disasters. The planning framework begins with reconfiguring existing open space and water networks to provide a central organizing element for new development. A series of linear parks follow existing drainage patterns that collect and filter stormwater before it reaches the nearby Liuyang River. These new riverfront parks provide a community-wide open space system that fosters connections between the city and the river while simultaneously serving as a catalyst for new development. New clusters of commercial and residential development are linked by greenways that establish a fine grain pattern of vehicular and pedestrian connections. This circulation network is combined with larger regional environmental infrastructure to create a high performance and resilient urban network.
